windows CI needs a gazebodistro file for gz-cmake6.yaml

for jetty, this was done in gazebo-tooling/gazebodistro#182, though I would consider setting all the branches to main for the new yaml files

I think this is ready once we merge the following:

• brew CI: install with --HEAD if necessary gazebo-tooling/release-tools#1451
• Rotary collection: gz-cmake, gz-utils osrf/homebrew-simulation#3287
